Aviation Operations are the focus of my career and education efforts with an emphasis on Helicopter Operations and applications, and this letter highlights my experience and expertise. Process improvement is my touchstone applying various techniques for enhanced safety and procedures-integration. My 20+ years of experience runs the gamut from Flight Crew, Flight Operations Dispatch, Air Traffic Control, Helicopter Business Plans and Integration Developer, published author (Rotor & Wing – Guest opinion: Sept 2002), as well as paying passenger.
I hold a Bachelor of Science in Business Management enhancing my experience and expanding my capabilities and have over 1000 hours of flight time as a HB-52H crew-member, planning and flying worldwide.
Currently, I work as a Senior Air Traffic Control Instructor (ATCO ICAO OJTI) and Senior Watch Supervisor overseeing daily operations at Hamid Karzai International Airport, Kabul Afghanistan, in compliance with ICAO Annexes 2, 3, 10, 11, 14, and 19 with nearly full autonomy exercising considerable independent judgement and expertise for a TLA (Terminal Landing Area). My experience and training has also earned my selection as a consulting expert on ATC TLA procedures for the EU SESAR Project. I supervise a full commercial schedule of passenger flights from around the globe. I train other trainers, many time assisting American controllers in their conversion from FAA Order 7110.65 to ICAO application. I handle emergencies and SNIC operations. I coordinate with multiple nationalities for 24 hour ATC Aerodrome services for flying operations working three parallel operating surfaces within 650 meters with fixed (Including Heavy) and rotary wing, simultaneous, same and opposite direction. I write Letters of Agreement and other guiding documents that provide detailed procedures for safe, orderly, and expeditious flight and facility operations. All this in addition to monitoring the security and safety of aircraft and those individuals under my direct and indirect supervision.
Previous experience also includes a recent assignment as an Air Traffic Controller at a DoD tower facility in Nevada.
I have over 17 years of ATC experience in 11 tower and airport environments. Most Recently in Kabul Afghanistan and in support of NATO Mission Resolute Support (RS). I am well versed and proficient in FAA and ICAO for Aerodrome operations. I develop local procedures and policies. I monitor and augment the training of all ATC personnel in accordance with local (Afghanistan AIP), and other applicable procedures. I adapt well to new situations and assimilate new information and guidance quickly. I brief pilots as well as airfield and command personnel from numerous countries on the integration of flying operations.
I have developed a strong professional relationship with all rated and student controllers such that they frequently seek me out for guidance and correct application of flight operation rules and their appropriate use. Not only do Afghan student controllers ask for direction, but also international controllers from Portugal, Poland, Bulgaria, Britain, and the US. I am a prime reference source for the Instructors of the Afghan Civil Aviation Training Institute (CATI) where they provide two-year degrees in aviation and Air Traffic Control as well as airfield operations.
With this experience, I monitor all personnel in the ATC tower operating in a commercial and military airspace environment. All levels of competency are present from first day novice to 30+ year advanced professional. I manage the airport, aircraft, and airspace flow along with the appropriate personnel to complete the mission safely.
In addition, I coordinate with agencies from multiple countries including Afghanistan, Romania, Hungary, Bulgaria, Portugal, Netherlands, Belgium, United States, Canada, France, United Kingdom, United Arab Emirates, and Russia for a consistent and efficient flow of aircraft.
I operate well in a high-pressure environment and can react and respond quickly. I work with a very diverse assortment of people and cultures with numerous levels of competency from extreme novice to highly-advanced. My capabilities were tested when members of the Taliban, al Qaeda, and the Pakistani Haqqani attacked Kabul airfield. As the on-duty Tower Supervisor, I directed and coordinated all airfield operations to include staffing and security for all airport ATC facilities. I assured personnel were available for duty without jeopardizing lives and directed air support for ground forces providing intelligence for ISAF/RS agencies.
Applying my aviation efforts even further, I conceived and developed a unique airline business plan that includes operational parameters, budgeting, marketing and branding, maintenance, and front-line contact with clients and passengers. This plan is unique to the United States in that it is an FAA Part 121 formatted operation using helicopters.
My Dispatch experience is as an FAA certified Flight Dispatcher with MESA Airlines, a Part 121 operation, jointly responsible with the pilot for the successful operation of the flight. This includes all aspects of the flight along with all possible influences during its safe operation.
